France has banned the use of smart phones in cars, even when you are pulled over. So, if you found a safe spot to pull over and conduct a call you could be fined. There is an exemption for being in an accident or if your car breaks down. This is in reaction to increasing road deaths. The question, how long until we see something that drastic in the states.
